According to the allegations, Das allegedly built an influential contractor syndicate while serving in the PWD's E/M Division-6. He is currently posted in Rajshahi.
Complainants allege that a company named “Yellow Tas” secured several contracts at the Bangladesh Public Administration Training Centre (BPATC) in Savar. They further allege that Das has a business partnership with the company's owner, identified as Rajib.
The company is also alleged to have secured multiple contracts under the “Jim Bank” project, according to the complainants.
Irregularities have also been alleged in various works at Mugda Government Hospital. Complainants claim that complaints regarding the alleged irregularities have been submitted to the PWD and that an investigation by the Anti-Corruption Commission (ACC) is underway.
Das has also been accused of influencing the award of various projects at government quarters in Paikpara, Mirpur, allegedly helping contractors of his choice secure the work.
The allegations further state that during the previous Awami League government, Das used political influence to secure postings at important locations. According to the complainants, an informal contractor syndicate operated within the PWD during that period and Das was allegedly associated with it.
The complainants have also alleged that Das obtained a contracting licence in the name of his brother-in-law, Mortunjoy, under the name “Dipra Construction”, and used the company to conduct contracting business.
They further alleged that Mortunjoy was involved in Bangladesh Chhatra League politics at Jagannath University.
According to the complainants, the contracting activities continued even after the country's political transition.
Following the fall of the Awami League government, Das was transferred to Rajshahi. However, allegations have surfaced that he is attempting to secure another posting in an important position in Dhaka.
He has also been accused of attempting to use political influence to affect the ongoing ACC investigation, although no independent evidence establishing such interference has been presented.
Questions have also been raised over the source of Das's assets.
According to the allegations, the engineer, who reportedly came from a modest family background, accumulated substantial wealth within a relatively short period after joining government service.
The complainants claim that Das owns a flat in a residential development in Malibagh-Chowdhury Para, Dhaka, allegedly worth several crore taka.
They further allege that construction of a six-storey building is underway near Dhaka Udyan and that he has also built a modern house in his ancestral village.
The complainants claim that an investigation into his assets is currently underway.
Attempts were made several times to contact Pavitra Kumar Das by phone for his response to the allegations. He did not answer the calls.
A text message was subsequently sent to him seeking his comments, but no response had been received at the time the report was prepared.
The allegations could not independently be verified.
Any determination regarding the alleged irregularities, contracting activities or unexplained assets would require examination of official records, procurement documents and the findings of the relevant authorities.
